dc.description.abstractCompany boards in the EU are characterised by persistent gender imbalances, as evidenced by the fact that only 13.7% of corporate seats in the largest listed companies are currently held by women (15% among non-executive directors).1 Compared to other areas of society, especially to the public sector2, the under-representation of women on the boards of publicly listed companies is particularly significant. Member States and the EU institutions have undertaken numerous efforts in the course of several decades to promote gender equality in economic decision-making, notably to enhance female presence in company boards, by adopting recommendations and encouraging selfregulation. Two Council Recommendations (in 1984 and 1996) encouraged the private sector to increase the presence of women at all levels of decision-making, notably by positive action programmes, and called upon the Commission to take steps to achieve balanced gender participation in this regard.3 National self-regulation and corporate governance initiatives were aimed at encouraging companies to appoint more women into top-level positions.en_US
