The project “Improving Women’s Access to Justice in the Six Eastern Partnership Countries (Armenia, Azerbaijan, Georgia, the Republic of Moldova, Ukraine and Belarus)” is a co-operative regional initiative between the Council of Europe and the European Union under the framework of the Partnership for Good Governance (PGG). In 2015-2016, the project was implemented in five of the six Eastern Partnership countries, with Belarus joining the project in 2017. The PGG is funded by the Council of Europe and the European Union and is implemented by the Council of Europe. The project aims to identify and support the removal of obstacles to women’s access to justice while also strengthening the capacity of each participating country to design measures to ensure that the justice chain is gender-responsive, with a focus on training for legal practitioners. This Training Manual for Judges and Prosecutors on Ensuring Women’s Access to Justice was developed by a group of national and international experts with support from the Gender Equality Unit of the Council of Europe Secretariat. The manual includes a common general part and national chapters specific to Armenia, Georgia, the Republic of Moldova, and Ukraine. The Council of Europe gratefully acknowledges the valuable contribution made by the Office of the United Nations High Commissioner for Human Rights (OHCHR) to the content of the training manual, in particular as regards content on gender stereotypes and how to address them in the work of judges and prosecutors. The opinions expressed in this manual are those of the authors and do not reflect the official position of the Council of Europe or the European Union.
